The Continental Toy Spaniel is the FCI's single breed covering the erect-eared Papillon and the drop-eared Phalène, jointly patronised by France and Belgium and classified in group 9 among the companion and toy dogs. It is a small de luxe toy spaniel of normal, harmonious build with an abundant, glossy, wavy coat carrying no undercoat, a ruff and jabot at the neck and long fringes on the ears and tail; it stands about 28 cm at the withers and is divided into two weight categories, under 2.5 kg and 2.5–4.5 kg for males (2.5–5 kg for females), with a minimum weight of 1.5 kg. The standard has no temperament section
The FCI standard for the Continental Toy Spaniel gives no Behaviour / Temperament section. The general appearance section describes a "lively personality, graceful yet robust, proud carriage with an easy and elegant gait", and aggressive or overly shy dogs are an eliminating fault. Anything else about the character of a Papillon or Phalène has to come from a national kennel club, not from this standard.
